PROVOST MARSHAL'S OFFICE.
Extract from Regulations for the Government of the Bureau of Provost Marshal General.
SECTION88. To establish exemption under the second, third, fourth, fifth, and sixth provisions of section 2 of the act for enrolling and calling out the national forces, &c., the board shall require the affidavits of the person seeking to be exempt and of two respectable men, (heads of families.) residing in the district, that the man in question is "the only son liable to military duty of a widow dependent on his labor for support," "the only son of aged or infirm parent or parents dependent on his labor for support,'' or otherwise, according to the particular provision of the section under which the exemption is claimed. These affidavits will be made according to the forms hereinafter prescribed and must in all cases be taken before a civil magistrate duly authorized to administer oaths.

PROVOST MARSHAL'S NOTICE.
PROVOST MARSHAL'S OFFICE, 16th. Cong. Dist.,
Plattsburg, July 9th, 1863.
NOTICE—The Board of enrollment will, between the hours of 9 and 10 A. M., on every day up to the time when drafted men are ordered to report at this rencezvoivs [sic], hear propositions for substitutes and examine persons so offering. All persons who may be drafted and who desire to present substitutes shall give notice in writing to the Board of Enrollment that on such a day they will present a substitute giving his name and stating whether he is an alien or a citizen.
The amount to be paid in accordance with section 13 of the Enrollment act, by any person who may be drafted in order to secure exemption from service has been fixed by the Secretary of War at Three Hundred Dollars. The Commissioner of Internal Revenue in each Congressional District has been authorized by the Secretary of War and directed by the Secretary of the Treasury to receive from drafted persons, who desire to pay it for the purpose of exemption, the money above specified. On receipt of this sum the Collector of Internal Revenue shall give the drafted person paying it duplicate receipts. These receipts shall be delivered to the Board of Enrolment on or before the day the drafted person is required to report for duty, and when so delivered to the Board the drafted person shall be furnished by the Board with a certificate of, exemption, stating that the person is discharged from further liability under that draft by reason of having paid the sum of three hundred dollars. The Draft in the Northern part of the State.
The draft for the XVIth Congressional District, including Clinton, Essex, and Warren counties, was made at Plattsburg, on the 7th instant, by GEORGE CLENDON, Jr., Provost Marshal. The conscripts were all served with their "tickets of leave" on Saturday and Monday, and, with hardly an exception, responded cheerfully to the call thus made upon their patriotism, being quite as good humored and jocular about the prizes they had drawn as their more fortunate neighbors, who indulged in general witticisms at their expense.
In some towns the billots doux of the Provost Marshal fell "as thick as leaves in Vallam brosa," but there was a general acquiescence in the necessity for the draft, and no complaint was made that it had not been conducted fairly. In the village of Schroon, Essex county, out of 93 names enrolled by the enrolling officer 3_ were conscripted. In Minerva, Crown Point, Port Henry, and other large towns, the draft fell with similar heaviness, taking, for example 22 men from one ore bed in the Adirondack.
In Glenns [sic] Falls, 235 men were drafted, including the cashier of the Glenns [sic] Falls Bank, and the editor of the Copperhead seven-by-nine journal of that place. In Chester, Warren county, the draft happened to strike several leading Copperheads. The conscripts were all furnished with transportation to Plattsburgh, the place of rendezvous, where they will all be assembled before the 27th inst. Drafting also commenced on the 18th in Fort Edward and other towns in the XVth Congressional District, of which Charles Hughes, ex-Member of Congress, is the Provost Marshal. The citizens accepted the draft quite as a matter of course, and made no complaint. The ticket-agent at Fort Edward has recently sold a large number of tickets to temporary residents, mostly laborers, whom he thinks are bound Canada-ward. Several of the conscripts, learning that they had been drafted immediately enlisted in order to secure the bounty.
THE DRAFT IN PROGRESS IN THIS STATE.—The Draft in the Sixteenth Congressional District of this State, consisting of Warren, Essex and Clinton counties,—took place at Plattsburg, on Tuesday of this week.
It was conducted by the Provost Marshal of the District, under the direction of Col. _. W. Teall, of this city, Special Agent of the Government. The draft was for 1,593 men. 2,390 names were drawn, the instruction from the War Department being to draw fifty per cent in addition to the quota, to meet exemptions. This quota indicates that the call is for 400,000 troops; and in this State the draft reaches one in every three persons enrolled in the first class.
The draft at Plattsburg, Col. Teall informs us, was conducted with the greatest good order, and to the apparent satisfaction of the assemblage of citizens which crowded the Court-House. Every well-known name that was announced as having been drawn, was received with hearty cheers. Many of the best known citizens were drawn. Four of the clerks employed in recording the names were themselves drawn. The gentleman who drew the names—he being blindfolded—drew his own son.
The draft was ordered to take place in the Fifteenth Congressional District (Rensselaer and Washington counties) on Monday, but there being some mistake in the quota assigned the District, it was postponed till today. The draft will take place throughout the entire State, as fast as the preparations are completed in the respective Congressional Districts.—Journal.
THE DRAFT AT PLATTSBURGH.—The drafting at Plattsburg, for Clinton, Essex and Warren counties, has been completed in the most
quiet and orderly manner. It is not true that Judge EVERETT, one of the Enrolling officers of Clinton county, had been injured by a mob while in the performance of his duty. That was a bit of Copperhead fiction that went the rounds of the papers concerning that gentleman.

on a widow and informed her that he only son was drafted, and then hastened to tell her that he could secure his exemption if she would certify that she was a widow, and that he was her only son, and that she was dependent on him for support. The patriotic woman made the following reply: "I can certify to no such thing. I am NOT dependent on my son for support, and I never expect to be. Besides, I think he ought to go, if he is able to perform military duty, and every other able bodied man, till this wicked rebellion is put down. Nothing but the necessity of wearing these skirts has kept me from going."
The first instalment [sic] of drafted men for the army reached New York on Friday morning, from Plattsburg. They numbered fifty-three, of whom fourteen were of those originally drafted, and thirty nine were substitutes.—
They appeared to be in fine spirits.
